Decorative fountains scattered across the capital that cost tens of millions of dollars to renovate.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">President Trump, who has long leaned into his roots as a real estate developer, has started renovation projects around Washington as he looks to remake the capital in his own image. To address criticisms of ballooning costs and preservation concerns, Mr. Trump has insisted that the initiatives have historic precedent and represent his prowess at deal-making and instinct to take action.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Here\u2019s a fact-check.<\/p>\n<p class=\"css-115p88v e1a6ym290\">What Was Said<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\"><strong class=\"css-8qgvsz e9pkfus0\">False. <\/strong>Mr. Trump has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/10\/us\/politics\/arch-washington-trump.html\" title=\"\" target=\"_blank\" rel=\"noopener\">proposed building a 250-foot-tall arch<\/a> at one end of the Arlington Memorial Bridge, which links the Lincoln Memorial in Washington to the Robert E. Lee Memorial in Arlington, Va. But the bridge <a class=\"css-yywogo\" href=\"https:\/\/www.nps.gov\/gwmp\/learn\/management\/history.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">was designed and built to commemorate<\/a> the reunification of the North and South after the Civil War, so Mr. Trump\u2019s claim that efforts to build an arch at the site were interrupted by the Civil War is anachronistic.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">A White House spokesman argued that the triumphal arch would be built in the classical tradition in keeping with other prominent Washington landmarks, but did not provide evidence for historical attempts to erect an arch.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The claim that there was a push to build an arch that began before the Civil War may originate from \u2014 and distort \u2014 a Fourth of July speech in 1851 by Daniel Webster, who was the secretary of state. He <a class=\"css-yywogo\" href=\"https:\/\/quod.lib.umich.edu\/m\/moa\/aaw0029.0001.001\/26?rgn=full+text;view=image;q1=arches\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">claimed<\/a> that President Andrew Jackson had \u201cdesired to span\u201d the Potomac River \u201cwith arches of ever-enduring granite, symbolical of the firmly established union of the North and the South.\u201d<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Webster\u2019s description of granite arches appeared to refer to the arched structures supporting the bridge, according to Bob Dover, a geologist who wrote a recent book on the history of bridges in Washington.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">And the bridge Webster and Jackson had in mind might have been the Long Bridge, another bridge connecting Washington to Virginia that is south of the Memorial Bridge, closer to the Jefferson Memorial, <a class=\"css-yywogo\" href=\"https:\/\/highways.dot.gov\/highway-history\/general-highway-history\/moment-time-traffic-jam-advanced-arlington-memorial-bridge\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to the Federal Highway Administration<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\"><a class=\"css-yywogo\" href=\"https:\/\/www.newspapers.com\/article\/the-washington-union-bridge-proposal-183\/199239136\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">The Treasury Department in 1832<\/a> under Jackson invited proposals for a new bridge there after its wood structure was damaged by floods. Jackson and members of his cabinet were present at the reopening <a class=\"css-yywogo\" href=\"https:\/\/www.newspapers.com\/image\/1038149431\/?match=1&amp;terms=bridge%20potomac\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">in 1835.<\/a> And a <a class=\"css-yywogo\" href=\"https:\/\/www.newspapers.com\/article\/the-washington-union-bridge-retrospectiv\/199238870\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">1839 newspaper dispatch<\/a> criticized a Virginia lawmaker for favoring the cheaper option of wood rather than Jackson\u2019s apparently unused vision of a bridge supported by \u201ceternal arches of massive stone.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">Whatever bridge Jackson might have envisioned, the Congressional Research Service was unable to find statements from any president or his staff advocating the construction of a triumphal arch in Washington before Mr. Trump\u2019s second term, the office said in response to a request from Representative Steve Cohen, Democrat of Tennessee.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Efforts to erect a commemorative bridge did not begin in earnest until 1886. Congress held a design contest, and the winning proposal did include two Roman triumphal arches, but that design was <a class=\"css-yywogo\" href=\"https:\/\/www.jstor.org\/stable\/40067739\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">ultimately scrapped<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">When a congressional commission <a class=\"css-yywogo\" href=\"https:\/\/www.whitehousehistory.org\/photos\/fotoware?id=F0F739CE933B4264%20A492AA62F25F33B2\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">unveiled the McMillan Plan in 1902<\/a>, it called for the reconstruction of the National Mall and a bridge to span from the proposed Lincoln Memorial to Arlington National Cemetery. Under the plan, the bridge\u2019s \u201clow-level design was essential\u201d to not eclipse the Lincoln Memorial and other monuments, according to <a class=\"css-yywogo\" href=\"https:\/\/npshistory.com\/publications\/gwmp\/haer-arlington-bridge.pdf#page=20\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a report about the Memorial Bridge<\/a> by the Historic American Engineering Record. No other designs after the plan included a triumphal arch.<\/p>\n<p class=\"css-115p88v e1a6ym290\">What Was Said<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\"><strong class=\"css-8qgvsz e9pkfus0\">False. <\/strong>Mr. Trump recently celebrated <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/06\/10\/us\/politics\/trump-dc-reflecting-pool-repairs.html\" title=\"\" target=\"_blank\" rel=\"noopener\">the completion of some repairs to the Reflecting Pool<\/a> at the Lincoln Memorial that began earlier this spring. During the construction phase, he repeatedly marveled about the large size of the pool and the large cost of previous repairs. But his figures were incorrect.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">The Reflecting Pool is about 2,028 feet long and 167 feet wide. If its length was the height of a skyscraper, three buildings \u2014 the Burj Khalifa in Dubai, the Merdeka in Kuala Lumpur, and the Shanghai Tower in Shanghai \u2014 would still be taller.<\/p>\n<div>\n<div><span title=\"ScoopHelper edit storyline button\" class=\"styln-edit-storyline css-1ukzkg8\" data-storyline-uri=\"nyt:\/\/storyline\/2de31dda-2258-4e5d-9dcf-8b8f41f783c3\" data-storyline-inline-module-name=\"live updates\"\/><\/p>\n<div role=\"complementary\" aria-labelledby=\"storyline-latest-updates\" class=\"css-ya6f0r\">\n<div class=\"css-8atqhb\">\n<div class=\"css-1rqamrr\"><time class=\"css-101kej7\" datetime=\"2026-06-14T20:36:36.778Z\"><span>Updated<!-- -->\u00a0<\/span><\/p>\n<p><span aria-hidden=\"true\" data-time=\"abs\" class=\"css-1stvlmo\">June 14, 2026, 4:36 p.m. ET<\/span><span data-time=\"rel\" class=\"css-kpxlkr\"\/><\/p>\n<p><\/time><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p class=\"css-140ip4z e1me5xab0\">Taylor Rogers, a White House spokeswoman, repeated Mr. Trump\u2019s assertion that his predecessors \u201csquandered\u201d money but did not provide evidence that hundreds of millions of dollars had been spent.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Mr. Trump has a point that structural problems began to emerge quickly after the pool\u2019s completion in the 1920s. The pool sometimes attracted ice skaters and swimmers, though local newspapers <a class=\"css-yywogo\" href=\"https:\/\/www.newspapers.com\/article\/the-washington-herald-pool-cleaning-1928\/199252644\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">warned<\/a> Washingtonians about scheduled repairs to cracks and cleanings of accumulated vegetation.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">In 1929, contractors began laying a <a class=\"css-yywogo\" href=\"https:\/\/www.newspapers.com\/article\/times-herald-concrete-bottom-1929\/199253550\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">reinforced concrete bottom<\/a>. Drainage trenches were installed alongside the rows of elm trees in the 1930s, <a class=\"css-yywogo\" href=\"https:\/\/npshistory.com\/publications\/linc\/clr-lincoln-memorial-grounds.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">according to a 1999 National Park Service report<\/a>. In 1981, a reconstruction tried to address the issues by using a \u201cself-sustaining ecological system.\u201d A 1986 report <a class=\"css-yywogo\" href=\"https:\/\/npshistory.com\/publications\/linc\/reflecting-pool-rehab-ea-2009.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">found<\/a> that the joints and structural components were failing and that water leaks had damaged the pool\u2019s foundation.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">But major repairs did not occur until 2009, when the National Park Service began planning for restoration with stimulus funding. The pool reopened in 2012, with <a class=\"css-yywogo\" href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_INP10PC76074_1443_-NONE-_-NONE-\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">$35.3 million<\/a> awarded to a construction company in Maryland for the repair work. That included removing algae, tearing out and replacing the old pool bottom, installing new water circulation and filtration systems, building a new pump structure and adding other features like wheelchair ramps and new lighting, <a class=\"css-yywogo\" href=\"https:\/\/www.washingtonpost.com\/local\/new-lincoln-reflecting-pool-nearly-ready-after-34-million-reconstruction\/2012\/08\/06\/74f2f998-dcb9-11e1-9974-5c975ae4810f_story.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">The Washington Post reported.<\/a><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">The Biden administration did not start any major repairs. It awarded <a class=\"css-yywogo\" href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_140P2024F0335_1443_140P2022D0004_1443\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">two<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_140P2024F0054_1443_140P2022D0004_1443\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">contracts<\/a>, totaling about $230,000, to a Colorado landscape architect for proposals to rehabilitate the pool. Charles F. Sams III, the director of the National Park Service from 2021 to 2025, said that the cost of full rehabilitation \u2014 including fixing pipes and leakage \u2014 would have been more than $100 million, but the Biden administration did not move forward with any plans.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">So, in total, the Biden and Obama administrations spent about $35.5 million on major repairs and proposals to rehabilitate the reflecting pool \u2014 far less than Mr. Trump\u2019s estimate of \u201chundreds of millions of dollars.\u201d<\/p>\n<p class=\"css-140ip4z e1me5xab0\">In contrast, Mr. Trump\u2019s renovation has cost more than <a class=\"css-yywogo\" href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_140P2026C0028_1443_-NONE-_-NONE-\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">$14 million<\/a> to reseal the pool and add blue-tinted coating, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2026\/05\/31\/us\/trump-reflecting-pool-problems.html\" title=\"\" target=\"_blank\" rel=\"noopener\">an update that may not address other underlying problems<\/a>.<\/p>\n<p class=\"css-115p88v e1a6ym290\">What Was Said<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\"><strong class=\"css-8qgvsz e9pkfus0\">This is exaggerated. <\/strong>It is true that many federally managed fountains in Washington have been inoperable for years, but Mr. Trump overstated the problem.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-140ip4z e1me5xab0\">The National Park Service <a class=\"css-yywogo\" href=\"https:\/\/sustainable.dc.gov\/nature\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">manages the vast majority<\/a>, about 6,500 acres, of parkland in Washington and at least 30 decorative fountains and water features. The Park Service <a class=\"css-yywogo\" href=\"https:\/\/www.nps.gov\/nama\/learn\/news\/fountainwork.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">announced in January<\/a> that it would rehabilitate or upgrade fountains at 18 sites, including nine with fountains that were \u201cinoperable.\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/27\/climate\/park-service-fees-washington-trump.html\" title=\"\" target=\"_blank\" rel=\"noopener\">It has spent least $60 million in park entrance fees<\/a> to fix those fountains.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">In total, there were 12 inoperable fountains across nine sites on the list, including at Columbus Plaza at Union Station, the city\u2019s central train and bus hub and at Freedom Plaza, a few blocks southeast of the White House.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">The White House also listed two more sites with four fountains that were previously inoperable: two at the <a class=\"css-yywogo\" href=\"https:\/\/www.nps.gov\/rocr\/planyourvisit\/fountains.htm\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Kahlil Gibran Memorial<\/a>, one of which has been fixed; and two at <a class=\"css-yywogo\" href=\"https:\/\/www.popville.com\/2026\/05\/water-feature-back-theodore-roosevelt-island\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Theodore Roosevelt Island.<\/a><\/p>\n<p class=\"css-140ip4z e1me5xab0\">The White House also cited 14 fountains at 11 sites as nonfunctional, but they appeared to be working, according to the Park Service, local news sources and tourist photos, including five at the Franklin D. Roosevelt Memorial on the National Mall, the reflecting pool at the Korean War Veterans Memorial and <a class=\"css-yywogo\" href=\"https:\/\/www.yelp.com\/biz_photos\/martin-luther-king-jr-memorial-washington-5?select_video=GDAF7O28Wq_TduF9dAU4lQ\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">the water wall<\/a> at the Martin Luther King Jr. Memorial.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">There are at least four other operational fountains maintained by the Park Service, such as the <a class=\"css-yywogo\" href=\"https:\/\/www.tripadvisor.com\/Attraction_Review-g28970-d14175638-Reviews-National_World_War_I_Memorial-Washington_DC_District_of_Columbia.html#\/media\/14175638\/?type=ALL_INCLUDING_RESTRICTED&amp;albumid=-160&amp;category=-160\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">one at the World War I Memorial<\/a>.<\/p>\n<p class=\"css-140ip4z e1me5xab0\">Beyond the Park Service, the Smithsonian Institution, which also relies on federal funding, also operates a number of fountains that have been working. And the Architect of the Capitol, a federal agency of the legislative branch, also maintains <a class=\"css-yywogo\" href=\"https:\/\/www.aoc.gov\/explore-capitol-campus\/blog\/water-features-everywhere\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">more than 20 water features<\/a>.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><br \/>\n <\/p>\n","protected":false},"excerpt":{"rendered":"<p>A hulking 250-foot triumphal arch embellished in gold.
