The bill also includes a first-of-its-kind limit on private equity by prohibiting large investors from buying single-family homes.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38900073b6rd26omqxx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A rare bipartisan effort, the bill reflects a growing recognition in Congress that the high cost of living is squeezing Americans and putting homeownership, long a cornerstone of the American dream, increasingly out of reach.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38900083b6ra9ld4po9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Tuesday, the House of Representatives voted to pass the bill, called the \u201c21st Century Road to Housing Act,\u201d just one day after the Senate approved it.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38900093b6rr53j4l61@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump has said he plans to sign the bill into law.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000a3b6rbhih6hfr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe 21st Century ROAD to Housing Act passing both chambers is a milestone not just for housing policy, but for what\u2019s possible when Congress works together,\u201d said Dennis Shea, executive vice president for the Center for Housing Policy at the Bipartisan Policy Center. \u201cFor the families who\u2019ve been priced out, squeezed out, or left behind by a broken housing market, this is a meaningful step \u2014 and it\u2019s long overdue.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000b3b6rsvawv65g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Here\u2019s what to know about the housing affordability bill and how it could affect you:\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000d3b6r4vd5jl9o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the years since the 2008 financial crisis, homebuilding has lagged, creating a housing shortage that has pushed prices higher as demand far outstrips supply across much of the country.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000e3b6r7108oudp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The idea behind the bill, led by Republican Tim Scott and Democrat Elizabeth Warren in the Senate, and Republican French Hill and Democrat Maxine Waters in the House, was to tackle that housing shortage directly.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000f3b6r9z7t22y4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYoung people today \u2026 they\u2019re delaying marriage, they\u2019re delaying having kids, they\u2019re delaying putting down roots,\u201d Scott said on the Senate floor Monday ahead of the bill\u2019s passage. \u201cNot because they lack ambition but because housing prices are too darn high and housing supply too low.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000g3b6rcyip5q0k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The bill, and its 47 housing supply provisions, were the result of months of back and forth between the House and Senate, with both chambers passing initial iterations of the bill earlier this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000h3b6rs4gk7zs8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For example, one provision barring large institutional investors who already own 350 or more single-family homes from buying additional properties was added to the bill after Trump signed an executive order in January to \u201cstop Wall Street from competing with main street homebuyers.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000j3b6rntlppzpg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The bill represents a major victory for manufactured homes, which are built in factories and are typically faster and cheaper to produce than traditional houses built on-site.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000k3b6r0njedln2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For the last five decades, manufactured homes have been required by federal law to be built on a permanent chassis, a base with wheels that allows them to be moved, similar to classic mobile homes. In practice, though, most manufactured homes never move once they reach their destination.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000l3b6rc56v1pds@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The requirement to add wheels increases costs and can limit where these homes are allowed, due to zoning restrictions, often confining them to mobile home parks. The new housing law would eliminate the chassis requirement, which could reduce the cost of each manufactured home by $5,000 to $10,000, <a href=\"https:\/\/bipartisanpolicy.org\/article\/six-deregulatory-proposals-to-improve-housing-affordability\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to an estimate by the Bipartisan Policy Center.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000m3b6rl3a8prz2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The bill also directs regulators to ensure that modular homes, another off-site building method, don\u2019t face greater financing barriers than traditionally built homes, making it easier for homebuyers to secure loans.\n    <\/p>\n<h2 class=\"subheader inline-placeholder subheader-elevate vossi-subheader_elevate vossi-subheader_elevate--size-h2\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmqr3xvns001b3b6re3c2prn8@published\" data-component-name=\"subheader\" id=\"an-attempt-to-ease-zoning-and-permitting-rules\" data-article-gutter=\"true\">\n        An attempt to ease zoning and permitting rules<br \/>\n<\/h2>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000o3b6rqckavj5n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Many housing experts point to local zoning and red tape as the root of the slowdown in homebuilding. That makes it difficult for the federal government to intervene, since local governments make their own rules.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000p3b6rgkorzo2x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But if land-use regulations were relaxed, an extra 2.5 million housing units could be added to the United States in the next decade, according to a 2025 report from Goldman Sachs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000q3b6rk9xgzp2x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The bill includes provisions to encourage states and local governments to adopt land use and zoning policies that are more supportive of housing development.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000r3b6rtgn2s7ni@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFor the first time ever, this bill creates federal incentives for local communities to build more housing,\u201d Warren said in an interview with CNN. \u201cIf a community will authorize and get more building started, they can apply for additional federal money to help cover the costs of things like a new elementary school or a sewage treatment plant and use that money to build infrastructure or build even more housing.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000s3b6rc2posxc8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The bill also offers money to local governments to develop pre-approved housing designs, or pattern books, which would help speed up local construction approvals.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w389000t3b6r25ic4rt7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cOver time, [Americans] should notice there\u2019s more housing available, and that\u2019s true for urban areas and rural areas, true for renters and for buyers,\u201d Warren said of the bill.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38a000v3b6r6917foe2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Due to the two-decade-long decline in new construction, the country\u2019s housing stock is older than ever. The recent bout of inflation, along with Trump\u2019s aggressive slew of tariffs and an overall increase in the cost of construction labor, have made fixing up homes that fall into disrepair a costly project for many Americans.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38a000w3b6rglxry5ub@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The bill would authorize a pilot program to offer grants and forgivable loans to address home repair needs and health hazards. It would also make it easier to convert older office buildings, especially the ones that have become vacant in the age of increasingly remote and hybrid work, into apartment buildings.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38a000y3b6rabu1qiqe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While the bill represents a bipartisan win for housing, its scope is limited, said Jaret Seiberg, managing director at TD Cowen.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38a000z3b6rhia3dto3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt does not address labor shortages. And it does not provide funding improvements that could encourage construction of lower-cost single-family units,\u201d Seiberg wrote in a note to clients last week.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38a00103b6ruh0uvft0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Seiberg said the bill shows that both parties realize that housing affordability is a problem, potentially opening the door to more legislation next year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38a00113b6r6qtcpq51@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Warren told CNN she\u2019s already working on a Road to Housing part two.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmqr3w38a00123b6r0rlk9udf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cBuilding costs are still high. There\u2019s more we can do.
